When selling, purchasing, or registering a vehicle in Wyoming, you will need to have a bill of sale. It acts as proof that the sale of a vehicle has been done legally. It contains details about the vehicle, the sale, and the seller and buyer, which is also used when the buyer registers and titles the vehicle in their name.

It can also be used for legal situations as proof of who owned the vehicle and at what time.

if the seller should incur a fine before the vehicle is sold, the buyer can prove that they were not the one who owned the vehicle at that time, meaning they are not liable.

Other Requirements and Documentation

In Wyoming, most counties only need the signature of the seller, which must be notarized. You will also be required, by law, to report the accurate mileage using an Odometer Disclosure Statement for any vehicle that is 10 years old or less.

  • Purchase price of the vehicle being sold
  • Details about the vehicle, which must include the year, make, model, and VIN
  • Full legal name and address of the buyer
  • The date that the vehicle was sold
  • Signatures of both the buyer and seller (some counties only require the seller’s signature)
  • Notary of Deputy County Clerk details, which must include which county the sale is taking place in, the date that the notarization is taking place, the signature of the Deputy County Clerk or Notary, the date that the term expires.

    Registering a Vehicle in Wyoming

    By law, to operate a vehicle on Wyoming’s public roads, the vehicle must be registered and titled. This is done at your local County Clerk’s office. Each county will have a somewhat different process and its own forms for registering your vehicle, so be sure to check and download the appropriate forms. You typically have 30 days from the time of purchase to register the vehicle, however, this can vary with each county. You can check these details at your local County Treasurer’s Office.

    Renewing your vehicle registration can be done online in some counties, or in person at your local County Clerk’s office.

    You will need to bring:

    • Your Driver’s License
    • The registration renewal notice
    • Your current license plate number or registration card
    • Proof of insurance

    Registering an out-of-state vehicle in Wyoming

    For those who have recently moved to the state, you will have 30 days from the date of residency to register your vehicle, unless you are coming from a state that has a reciprocal agreement with Wyoming.

    Wyoming Reciprocal Agreements

    If you have recently moved to Wyoming, you may not need to register your vehicle right away. Some states have a reciprocal agreement when it comes to registering a vehicle that is out of state, which means you may not have to register your vehicle until your out-of-state registration has expired. Your out-of-state license plates must be current and not expired.

    The states that have full reciprocity with Wyoming are:

    • Idaho
    • Illinois
    • Nebraska
    • New Mexico

    The following states have daily commuter reciprocity:

    • Colorado
    • Idaho
    • Montana
    • Nebraska
    • South Dakota
    • Utah

    Before you can register your out-of-state vehicle, you will need to have a vehicle and VIN inspection done. This must be done by a local Wyoming law enforcement agent. The inspection costs $10.

    Documentation that is Needed to Register a Vehicle in Wyoming

    • A completed Bill of Sale for Wyoming (can be downloaded for the counties listed above, or created)
    • The vehicle’s Original Title if the car being sold is used
    • A current and valid Driver’s License
    • Odometer Disclosure Statement. Normally, there is space on the title to include the odometer reading. However, you may download an odometer disclosure statement from the counties listed above.
    • A completed Form MV-300A (Application for Certificate of Title). This will need to be signed and witnessed by a notary
    • Funds to cover the Required Fees
    • Proof of vehicle insurance, which must have the following requirements:
    • Cover of $25,000 for injury per individual, per accident
    • Cover of $50,000 for injury of more than one individual, per accident
    • Cover of $20,000 for damage to property, per accident
    • Copy of Dealership’s invoice if the sale was done through a dealership (in most cases, the dealership with handle the registration on the buyer’s behalf)
    • If someone other than the buyer will be registering the vehicle, a Wyoming Vehicle Power of Attorney is required. Some counties have their own downloadable form.
